Our Legislation & Advocacy

The VPRA is working to fix the gaps in Virginia law that leave landowners exposed to unwanted deer and bear hunting dogs and uninvited hunters. Our legislative priorities focus on practical, enforceable changes that respect responsible hunting while restoring basic protections for private property.

The goals below outline the key reforms we are urging lawmakers to adopt so that landowners can enjoy their land in peace — and know the law is on their side.

1. Establish a Statewide Permit System

Create a statewide permit system for deer and bear hound hunting that requires permission or a permit to run dogs on private land and includes penalties and permit revocation for violations.

2. Strengthen Trespass Laws

Strengthen §18.2-132.1 by removing the unenforceable term “intentionally” from the code to ensure clearer legal frameworks for property owners.

3. Protect Written No-Trespass Notices

Amend §18.2-119 so that a landowner’s formal written no-trespass notice overrides the Right-to-Retrieve provision, preventing unauthorized entry.

4. Improve Accountability and Data

Allow separate incidents to be reported and recorded separately, even when multiple incidents occur within the same 24-hour period.

Our Legislative Partner

Delegate Fernando J. "Marty" Martinez (D-Loudoun), representing the 29th District since 2024, has agreed to introduce legislation modeled after HB 1396.

As opposition groups mobilize their lobbying efforts, our unified response is critical. We must secure our property rights and complete this essential legislative work.
